Venus carries values, aesthetics, morality and the social contract: the standard a person holds and measures against, usually without ever having articulated it.

In an undefined center. The on-again, off-again nature of an activation in an undefined center magnifies the quality and, equally, makes it hard to trust. Connections to the Venus in a chart are what tell you what this person finds attractive, romantic or aesthetically pleasing.
In a defined center. Balance, harmony and beauty flavor and enhance the channel defining the center.
In a defined channel. In combination with the other planets and centers, Venus most likely comes across as attractive and charismatic. Its light is always on in the channel.
